Macon-Bibb County’s Urban Development Authority seeks proposals from qualified certified public accounting firms for a multi-year accounting contract to serve as the UDA’s out sourced Chief Financial Officer.

About the Urban Development Authority

The Macon Bibb County Urban Development Authority is a constitutionally created development authority charged with planning and implementing a program of economic development in the downtown areas of Macon-Bibb County.

The UDA works with local and state government, community, local property owners and development industry representatives to help deliver commercially viable developments using best-practice urban design. The UDA is the primary governmental entity engaged exclusively in the economic development of the Urban Core of Macon and act as facilitators of planning projects to bring change to the economic environment.

The Urban Development Authority engages in lending, property management. project facilitation and grant management The Authority also owns three LLCs for various projects.

Financial Management Goals

The Authority has an expansive clientele base with a rising number of new projects, all of which deserve financial advisement. Members of the board agree that due to the growth of this development authority, the UDA Is In need of new financial management who would assist in achieving the following goals:
o Exemplary management of fund accounting
o Maintaining record of clean audit opinions
o Timely and coherent reporting

Scope of Work

The scope of work for financial management and accounting services is expected to include:
o Preparing monthly financial statements
o Journal Entries
o Reconciliations
o Annual tax filings for UDA and affiliate LLCs

Qualifications

The winning submission will have experience in managing accounts for governmental and non-profit clients with multiple funds. It is expected that applicants will have at least five years’ experience in governmental and/or non-profit accounting. To this end, a statement of qualifications detailing all relevant experience should be provided.

Questions on RFP

Questions should be submitted to the executive director of the Authority by noon on May 30th. Answers will be shared to all interested bidders on Friday June 1st.

Submission and Selection Process

The UDA is seeking a qualified firm to deliver monthly and annual financial statements and will make a selection based on best fit for the agency. That said, submissions should include a cost proposal.

The deadline for the submission will be Friday, June 8th at 5pm. A selection will be made at the Authority’s board meeting on June 14th. It is expected that the selected firm will begin work July 1st, the start of the Authority’s Fiscal Year.
