Section 1. General Information

Introduction:

The city of Macon has developed its downtown core into a healthy business, residential and retail center while maintaining the safe, comfortable family neighborhoods surrounding the downtown core. The increased population in downtown has increased the demand for parking in the area. The Macon-Bibb Urban Development Authority (MBCUDA) and the Macon-Bibb County Consolidated Government (MBCCG) are jointly seeking a Contractor under a Management Contract for the management of on-street and off-street parking including residential permit parking.

Purpose of RFP:

The MBCUDA and MBCUDA are soliciting requests for proposals from qualified Contractors to provide enforcement of existing and future parking ordinances in downtown Macon, professional management of on-street parking and off-street parking facilities and to support the goals of the parking program, which are:

 To provide professional parking management services for parking facilities.

To enforce parking regulations in compliance with Municipal and State Codes.

 To manage a valuable and limited resource by creating turnover of public parking spaces.

 To foster economic development in the downtown area.

 To provide revenues to the MBCUDA/MBCCG.

 To improve quality controls and customer service.

 To invest in technology and new revenue control equipment

 To maintain the municipality’s parking system in a first class professional manner to    the benefit of the systems users and the MBCUDA/MBCCG.

 To implement residential permit parking

The successful Contractor is anticipated to begin parking enforcement services on or near January 1, 2018. The MBCUDA will award a three (3) year and one (1) month contract, with a MBCUDA option for an additional two (2) years.

Scope of Services:

MBCUDA is seeking a partner in the implementation of parking management services for downtown Macon in accordance with local ordinances. The first task will be assist in the formulation of a final plan—a draft which has been prepared for discussion is attached. The other duties sought are as follows:

Procure On-Street parking equipment from Mackay Meters, INC

Contract with individual deck owners for centralized deck parking management (The UDA is constructing two new parking decks as part of a hotel and multi-family development that will include 700+ parking spaces that the chosen bidder will manage)

Conduct a 30-day pilot of on-street manage parking as soon as possible, preferable in October of 2017

Phase paid parking into the rest of downtown

Provide parking enforcement and ticketing services for all of the managed spaces

Provide consistent reporting to the UDA

Price parking with dynamic rates as necessary.

Required Submittal Documents for UDA RFP-MBC

Along with the included required submittal documents, bidders shall provide the following:

1. A Statement of qualifications on the company’s history of parking management

2. A standard rate structure for parking management services

3. A statement regarding deployment strategy of management services based upon the draft plan and most recent parking study

4. A statement regarding publicizing parking management services

Questions:

Any questions regarding this RFP shall be submitted to Alex Morrison, executive director of MBCUDA in via email at Amorrison@maconbibb.us. All questions will be aggregated and answers shared with all interested bidders.

Letter of Interest:

Interested bidders must submit a letter of interest via email by July 15th to receive the answers to RFP questions.

Selection Process:

MBCUDA intends to review all bids with its partners including the Bibb County Sheriff and Traffic Engineer and other officials as necessary. Selection shall be made based on the determination of firm most capable to meet the needs of Downtown Macon, not necessarily based on best price or returns to MBCUDA. The top two will be invited to interview in person. The UDA reserves the right to reject all bids and re-release the RFP if it so chooses.
