Sealed bids will be received in the Procurement Department, Suite 308, Macon-Bibb Government Center, 700 Poplar Street, Macon, Georgia 31201, until 12:00 o’clock NOON at the time legally prevailing in Macon, Georgia on Friday, May 29, 2020 for Rehabilitation of Runway 14/32, Taxiway C, and Taxiway D at Middle Georgia Regional Airport of Macon-Bibb County. Major items of work include: Milling, Paving, Marking, and Electrical. Bids will be publicly opened in the Macon-Bibb County Finance Department Conference Room on Friday, May 29, 2020 at 2:00 P.M.

PRE-BID: A Pre-Bid Conference is scheduled for 2:00 p.m., Tuesday, May 19, 2020 located at Middle Georgia Regional Airport, 1000 Terminal Drive, Macon, GA 31210. Attendance is not mandatory, but encouraged. All Prospective Bidders shall email their contact information to Lauren N. Schultz at no later than 5:00 p.m. Tuesday, May 19, 2020. The subject line shall read “20-074-LS Rehabilitation of Runway 14/32, Taxiway C, and Taxiway D at Middle Georgia Regional Airport of Macon-Bibb County”. Failure to either attend the pre-bid conference or email the required information by May 19, 2020 may result in disqualification.
Prospective Bidders may examine the Bidding Documents Monday through Friday between the hours of 8:00 a.m. – 5:00 p.m. at the Macon-Bibb Government Center, 700 Poplar Street, Macon, Georgia 31201 and at the Office of Goodwyn, Mills & Cawood located at 6120 Powers Ferry Road NW, Suite 350, Atlanta, GA 30339.
Copies of the Bidding Documents may be obtained by contacting Patsy Stinson at 334-222-2699 or email; upon payment of a one-time administrative fee of $20.00 for digital access/file sharing access and/or payment of $50.00 for each printed set. Said cost represents the cost of printing, reproduction, handling, and distribution, therefore no refund will be granted. Checks for Bidding Documents shall be payable to “Goodwyn, Mills & Cawood, Inc.” Partial sets of Bidding Documents will not be available from the Issuing Office. Neither Owner nor Engineer will be responsible for full or partial sets of Bidding Documents, including Addenda if any, obtained from sources other than the Issuing Office.

Each proposal must be accompanied by a bid guaranty in the amount of five (5) percent of the total amount of the bid. The bid guaranty may be by bid bond made payable to the Macon-Bibb County.

Bids may be held by the Macon-Bibb County for a period not to exceed sixty (60) days from the date of the bid opening for the purpose of evaluating bids prior to award of contract.

Award of contract is subject to requirements in the contract documents including, but not limited to, the following Federal provision: Civil Rights – Title VI Assurances

The Contractor has full responsibility to monitor compliance to the referenced statute or regulation. The Contractor must address any claims or disputes that arise from this requirement directly with the U.S. Department of Labor – Wage and Hour Division.

All contracts and subcontracts that result from this solicitation incorporate by reference the requirements of 29 CFR Part 1910 with the same force and effect as if given in full text. Contractor must provide a work environment that is free from recognized hazards that may cause death or serious physical harm to the employee. The Contractor retains full responsibility to monitor its compliance and their subcontractor’s compliance with the applicable requirements of the Occupational Safety and Health Act of 1970 (20 CFR Part 1910). Contractor must address any claims or disputes that pertain to a referenced requirement directly with the U.S. Department of Labor – Occupational Safety and Health Administration.

Bidder Representations
By submittal of a proposal (bid), the BIDDER represents the following:
• The Bidder has read and thoroughly examined the project documents
• The Bidder has a complete understanding of the terms and conditions required for the satisfactory performance of project work.
• The Bidder has fully informed themselves of the project site, the project site conditions and the surrounding area.
• The Bidder has familiarized themselves of the requirements of working on an operating airport and understands the site conditions that may in any manner affect cost, progress or performance of the work
• The Bidder has correlated their observations with that of the project documents.
• The Bidder has found no errors, conflicts, ambiguities or omissions in the project documents, except as previously submitted in writing to the owner that would affect cost, progress or performance of the work.
• The Bidder is familiar with all applicable Federal, State and local laws, rules and regulations pertaining to execution of the contract and the project work.
• The Bidder has complied with all requirements of these instructions and the associated bid documents.

Bid Documents/Project Manual
The bid documents are comprised of the following; Request for Bids, Instructions to Bidders, Proposal Form with attachments, Contract Agreement, General Provisions, FAA Contract Provisions, Supplementary Provisions, Technical Specifications, Project Drawings, Attachment A, any authorized addenda issued by the Owner and any document incorporated in whole or in part by reference therein.

All documents comprising the Bid Documents are complementary to one another and together establish the complete terms, conditions and obligations of the successful bidder.

Those individual elements of the Contract Documents that are bound together shall also be referred to as the Project Manual. No part of the project manual that is bound may be removed or detached.

Modifications to Project Documents
Modifications to the project documents may only be made by written addendum issued by the Owner or the Engineer. Verbal explanations, interpretations or comments made by the Owner or Owner’s representative shall not be binding. Addenda will be transmitted to all known official plan holders. Each bidder shall certify at the time of bid submittal that they acknowledge receipt of all issued addenda.

Requests for Interpretations of Drawings and Specifications shall be made in writing to Lauren N. Schultz via email at no later than May 20, 2020 at 5:30 PM EDT. Bidders shall not communicate directly with any other employee, official, or consultant of the County. All questions shall be directed to Lauren N. Schultz. Failure to follow this protocol may result in disqualification.

Bid Guaranty
Each bid proposal shall be accompanied by a bid guaranty in the amount of five percent (5%) of the total amount of the bid. The bid guaranty may be by bid bond made payable to the Owner. The bid bond shall be from a responsible surety qualified to conduct business within the State of Georgia. A certified check shall be issued from a responsible and solvent bank or trust company.

Bidder Qualifications
Each Bidder shall furnish the owner satisfactory evidence of their competency and financial capability to perform the proposed work. The Bidder shall demonstrate they are a responsible firm that possesses the skills, abilities, and integrity to faithfully perform the project work. To be determined responsible, a prospective contractor must:
• Have adequate resources (financial, technical, etc.) to perform the contract, or the ability to obtain them;
• Be able to comply with the required or proposed delivery or performance schedule, considering all existing business commitments;
• Have a satisfactory performance record;
• Have a satisfactory record of integrity and business ethics; and
• Be otherwise qualified and eligible to receive an award under applicable laws and regulations.
• Contractor must be pre-qualified with the Georgia Department of Transportation.

Evidence of competency shall consist of statements covering the Bidder’s past experience on similar work, a listing of plant and equipment immediately available for use on the project, and a listing of key personnel that are available for the project. The listing for plant and equipment shall identify the type, the capacity and the present condition of the item.

Evidence of financial responsibility shall consist of a confidential statement or report of the Bidder’s financial resources and liabilities as of the last calendar year. A public accountant must certify such statements and reports. If the Bidder is presently pre-qualified with the State Highway agency, evidence of this pre-qualification may serve as evidence of financial responsibility in lieu of the certified financial statements and reports. Disputes or Protests must be received in writing to the Macon-Bibb County Procurement Department within five (5) business days of the Notice of Disqualification from this IFB. The County’s decision on a protest is final after a thorough review.

Alternate Bids
Bidder shall complete all blanks provided on the proposal forms. When so permitted by the Owner, the Bidder shall legibly write the statement “No Bid” for those alternate bid options that the Bidder elects not to submit a proposal.

Submission of Bid Proposal
Proposals shall be sent to arrive at the specified time and date for receipt of bids. Proposals received after the specified time will not receive consideration and will be returned unopened. Proposals shall be enclosed in a sealed opaque envelope. The envelope shall be marked as follows:

A bidder may withdraw or revise (by withdrawal of one proposal and submission of another) a proposal provided that the bidder’s request for withdrawal is received by the Owner in writing before the time specified for opening bids. Revised proposals must be received at the place specified in the advertisement before the time specified for opening all bids.

Bid Opening
All proposals submitted prior to the stated time and date for receipt of bids will be publicly opened and read aloud by the Owner or the Owner’s representative. Bidders, their authorized agents, and other interested parties are invited to attend, unless ongoing public health concerns dictate otherwise, in which case bid openings will be live-streamed online at and Proposals submitted after the stated time and date for receipt of bids will be automatically rejected without consideration and will be returned unopened.
