. GENERAL
A. Invitation
Notice is hereby given that Macon-Bibb County will receive responses from qualified price competitive Design-Builder Contractors (hereinafter referred to as “Contractor” or “Proponent”) to design and construct Phase One of a two phased redevelopment project known as the Historic Robert S. Train Memorial Recreation Center Restoration/Redevelopment Project (hereinafter referred to as the “Project”). The purpose of this Request for Qualifications/Proposals (RFQ/P) is to obtain the most qualified price competitive Contractor. Macon-Bibb County intends to follow a two-step process to identify and select said Contractor. The first step entails identifying qualified Contractors and then secondly receiving price proposals for the project only from such qualified Contractors.

1. Two-Step Process
The County will use a use a two-step process to select a Contractor with which to execute a single prime contract for phase one of this Project. These two steps follow:
a. The RFQ/P represents the first step in the process. Interested Proponents will complete a Qualification Questionnaire. (As found in Attachment C). All Qualification Questionnaires must be submitted no later than the deadline stated in Section 5.1 of this document. Qualification Questionnaires will be opened and scored prior to the submission of Proposals. After evaluating the materials submitted for qualifications, the County may conduct interviews and select a Contractor who, in their opinion, is best suited and qualified for the Project. It is not the intention of the County to receive Project specific recommendations as part of this RFQ/P. Responders should limit their submittals to the information required and requested in this RFQ/P and other relevant information regarding qualifications and experience.
b. Contractors meeting the qualifications requirements will be asked to submit Cost Proposals for a Guaranteed Fixed Price (herein referred to as “GFP”) Contract. Once selected, the Project Manager will work with the Contractor to define the scope of phase one of the project. The guideline for work to be performed is the Conditions Inspection Report prepared by Warren Associated, Inc. Dated December 18, 2019 Attachment E and Geotechnical & Environmental Consultants, Inc. Dated November 21, 2019, Attachment F. It will be the responsibility of the Contractor to review the specifications and modify as necessary to ensure that work is in accordance with the Historic Macon Foundation (HMF). The Contractor will be required to work with the Georgia State Historic Preservation Office (SHPO) to gain approvals for work to be performed. Once the scope and specifications have been defined, the Contractor will prepare and submit a Cost Proposal. From those qualified Contractors, Sealed Cost Proposals will be received by the County no later than the deadline stated in Section 5.2 of this document. The Proposals shall contain all information that is required in this RFQ/P. After evaluation and successful negotiations, the Selection Committee will make a recommendation for award and execution of a contract.

Failure to submit information in accordance with the requirements and procedures listed herein may be cause for disqualification. The successful Proponent must hold all licenses as required by Georgia State Statutes and will be required to furnish same with the required bonds and insurance. Details for this RFQ/P and Scope of Work (SOW) are detailed further in the sections below and attachments.

2. Submittals for Two-Step Process
a. Qualification Questionnaire
Five (5) paper documents (one original and four copies) of the Qualification Questionnaire must be received no later than Thursday, May 21, 2020 at 12:00 PM EDT addressed to:

Submissions may not be withdrawn for a period of one hundred-twenty (120) days after the deadline on date of closing. Macon- Bibb reserves the right to reject any and all submissions and to waive technicalities and formalities. Respondents shall carefully read the information contained herein and submit a complete response to all requirements and questions as directed. Submittals and any other information submitted by in response to the RFQ/P shall become the property of Macon-Bibb County.
NO LATE RESPONSES WILL BE CONSIDERED
The names of responding Contractors will be publicly read on Thursday, May 21, 2020 at 2:00 PM EDT in the Macon-Bibb County Conference Room, located on the 3RD Floor of the Government Center at 700 Poplar Street, Macon Georgia 31201.

b. Cost Proposal
Five (5) paper documents (one original and four copies) of the Cost Proposal must be received no later than Thursday, June 11, 2020 at 12:00 PM EDT. addressed to:
