Macon-Bibb County Parks and Recreations Department (the “COUNTY”) is soliciting proposals from interested parties to provide Construction Management (the “CM”) services for the renovation project at Booker T. Washington Community Center (the “Project”) located at 401 Monroe Street & 1479 Jefferson Street, Macon-Bibb, Georgia 31201. The Project is to complete interior and exterior renovations of the Center and the restoration of the swimming pool and pool house as outlined in the Scope of Work (SOW).

The Respondents shall be professionally qualified to act as CM for the Project. It is understood that the CM is required to provide for the completion, correction, and timely execution of any work that may be required, implied, or inferred in the scope of work.

The method of funding for the Project will come from the COUNTY’s 2018 Special Purpose Local Option Sales Tax (SPLOST) program under the “Blight line item.

This Request for Proposals (“RFP”) invites Respondents to submit responsive materials describing their technical, construction and management qualifications for the Project. The issuance of this RFP and the selection of the most qualified firm is the first step in the selection process that will eventually lead to the execution of a contract with the most qualified company.

The CM shall provide recommendations on construction technology and feasibility; the availability of materials and labor; and other market conditions necessary to ensure that the building’s renovations stays within budget; time requirements for procurement, installation and construction completion; and factors related to construction cost, including estimates of alternative designs or materials, preliminary budgets and possible economies. The CM shall maintain all necessary licenses or other authorizations necessary to act as CM for the Project.

By utilizing the CM approach, the COUNTY expects to secure substantial benefits including an improved schedule, guaranteed construction /renovation costs, a single point of responsibility for construction / renovation, optimal risk allocation, and cost savings.

Selection of the best-qualified company is anticipated to be concluded by November 12, 2019. Execution of an agreement is tentatively scheduled for November 15, 2019, with a Notice to Proceed issued Novermber 20, 2019.

The COUNTY has hired River Edge Foundation, Inc. (the “Consultant”) to serve as Project Manager responsible for project development, construction management, document compliance, and progress reporting


Submittals must be received and logged in by the COUNTY on Thursday, October 31, 2019 no-later-than 12:00 PM EST. Submittals received after this deadline will not be considered.

A timely response to the deadline identified must be received for the RFP to be considered. Respondents to this RFP must respond in accordance with the requirements set forth in this RFP. Responses will be evaluated using the scoring points and criteria identified in this RFP. During the evaluation of RFPs, the COUNTY may seek additional clarification from Respondents.

Please provide One (1) original and five (5) copies of your submittal are required. They will not be opened publicly. The COUNTY will post the names of all Respondents meeting the deadline on the RFP website.

Submissions may not be withdrawn for a period of one hundred and twenty (120) days after the deadline on date of closing. The COUNTY reserves the right to reject any and all submissions and to waive technicalities and formalities. Respondents shall carefully read the information contained herein and submit a complete response to all requirements and questions as directed. Submittals and any other information submitted by in response to the RFP shall become the property of the COUNTY.

All questions will be answered in a written addendum to this RFP and circulated to all parties who have provided the COUNTY with written or email notice addressed to Mr. Hatcher advising that they intend to submit proposals. Questions and answers will also be posted on the COUNTY’s website. The COUNTY shall not be bound by any information not included in this RFP or an addendum to this RFP.
