Submissions in response to this Request for Proposals are due September 19, 2019 – 12:00 pm EST. Responses received after the date and time prescribed may not be considered for contract award and shall be returned to the Offeror at the discretion of the County. 1.1 Background
Macon sits in the “Heart of Georgia” at the intersection of three major interstates: I-75, I-475, and I-16 with a high urban density (1,743 persons/sq. mi.) within 55 square miles. Macon-Bibb County is ideally positioned approximately 150 miles west of the Port of Savannah and 75 miles southeast of Atlanta. Given its central location and significant potential as a future logistics and corporate hub, Macon has experienced steady growth since 2012 and anticipates continued growth moving forward.
Macon-Bibb Consolidated County Government (“Macon” or “the County”) was formed in 2014 pursuant to the consolidation of the Bibb County and City of Macon governments. Macon is committed to driving an energetic and competitive economy that increases the quality of life for our residents and businesses including the development of TAD (Tax Allocation Districts) to incentive redevelopment.
The Tax Allocation District tool allows for taxes received above the set tax base to be set aside for redevelopment of and maintenance costs within the TAD. The Ocmulgee Crossing TAD is a total of 504 acres. For purposes of this RFP, a small piece of the area has been targeted for a specific redevelopment.
This property offered for redevelopment is located within the Ocmulgee Crossings TAD and within a federally qualified Opportunity Zone. It consists of 5-7 acres of the existing parking lot of Macon Centreplex facilities (Macon Coliseum and adjacent conference center which will be separated from the rest of the parking lot by a new serpentine connector which will connect the existing entrance to the parking lot on Coliseum Drive with the new entrance to the parking on Second Street.
This tract is adjacent to the HCA- Coliseum campus and with excellent visibility from the interstate and access to the Interstate from both Coliseum Drive and Second Street exits, this 5-7 acre parcel (depending on final lay out of the serpentine connector) provides an excellent site for medical office/multifamily/retail/mixed use development.

1.2 Project Description
Macon-Bibb County is seeking a developer to focus on 5-7 acres in the NorthWest corner of the parking lot owned by Macon-Bibb County. There is an anticipated need for a 60,000 SF medical office building. Currently 425 spaces of parking are leased to the adjacent campus of Coliseum Medical Center, an HCA facility. With the addition of the medical office building space, there is an increase demand for additional parking and an opportunity for residential and/or retail.
Centrally located within the busiest entryways to the heart of Macon-Bibb, the TAD is home to a number of organizations and businesses. The businesses/organizations closest to the identified 5-7 acres include: The Greater Macon Chamber of Commerce, Macon Coliseum, Coliseum Medical Centers, Coliseum health Systems, Coliseum Center for Behavioral Health, and Macon Marriot City Center hotel. The property is directly across the Ocmulgee River from Downtown Macon and near other retails and commercial shopping centers. The 5-7 acre tract includes all or virtually all of the area on which the southernmost structures 4,5, and 6 are shown on the proposed development diagram.
This RFP seeks to find a development partner interested in structuring a partnership with the County.
The County owns the property and currently leases 425 parking spaces to Coliseum Hospital on a year to year basis. The County is open to a variety of public/private partnership options which could include a joint venture structure or a long-term lease and anticipates that any future development will incorporate mixed-use elements. The County seeks to maximize long-term revenue for both parties and generate economic benefit for the government and the potential partner.
Macon seeks proposals from qualified developers interested in undertaking this significant project.
