A. INTRODUCTION AND PURPOSE OF REQUEST
Macon-Bibb County Government (“MBC”) is soliciting Requests for Qualifications (RFQ) from qualified, licensed contractors (“Contractor”) to provide a full range of internal/external services that are inclusive but not limited to the following: Building Department Administration, Professional Plan Review, building, plumbing, mechanical and electrical inspection services; certificate of occupancy inspections; safety inspections. Code enforcement, rental inspections; vacant structure/lot inspections. The successful contractor will be responsible for providing labor, supervision, materials, equipment, transportation, service and the shop facilities necessary to perform high quality work.

B. REJECTION OF PROPOSALS
Macon Bibb County Government (MBC) expressly reserves the right to reject any and all proposals, waive any non-conformity, re-advertise for proposals, to withhold the award for any reason the MBC determines, to accept the bids that, in the MBC’s opinion, are in the best interest of and to the advantage of the MBC and/or to take any other appropriate action that is in the best interest of the MBC.

C. SEALED DOCUMENTS
Sealed Documents will not be received unless complete information, as required in the RFQ package, is delivered to the Procurement Department by the proposal submission deadline.

D. MINIMUM QUALIFICATIONS
Proposals will only be accepted from those firms demonstrating a minimum of five (5) years of experience providing the services identified in this RFQ for projects of similar scope and size.

The Company/Firm shall furnish the MBC, upon request, any and all documentation regarding necessary licenses, permits, certifications, and/or registrations required by the laws or rules and regulations of the City, local governments, the State of Georgia and the United States. The Firm certifies that it is now and will remain in good standing with such governmental agencies and that it will keep its licenses, permits, certifications, and/or registrations, etc. in force for the life of the contract.

E. SCOPE OF SERVICES
Macon Bibb County Government is soliciting this request for Qualifications from licensed firms for Building department and Code Enforcement services to provide a full range of internal/external services that are inclusive but not limited to the following: building administration services, front counter services, building, plumbing, mechanical and electrical inspection services; and professional plan review services. In addition, rental inspections; vacant structure/lot inspections; certificate of occupancy inspections; safety inspections.

F. SUBMITTAL

All proposals must be submitted to the Procurement Department. Each respondent is responsible for ensuring that the City on a timely basis receives its proposal. original      One (1) al and five (5) copies of all proposals must be provided. All documents shall be sealed and clearly identified with “RFQ 20-010-CW Building Department Services” by the submittal deadline. Neither verbal nor electronic submittals will be accepted or considered valid.

Proposals received become the property of the City. The City is not responsible for any costs associated with preparation or submission of proposals. Proposals received will be subject to disclosure under applicable Freedom of Information A

H. PREPARATION OF PROPOSAL

The proposal shall include all forms as specified in these instructions. Each proposal shall show the full legal name and business address of the prospective respondent, including street address if different from mailing address, and shall be signed and dated by the person or persons authorized to bind the prospective respondent
